Can this wire be used to add a uk plug to one end and parallel some e27 brackets for a rough max of 200w? would an led driver or step-up to say 450w f

I'm not an electrician but I AM a physics teacher and a DIYer, teaching electricity in physics to A Level. Short answer is yes that would be absolutely fine. It's flex cable so no problem in connecting it to a UK plug, and your power/current demands fall well short of what this cable can deliver, which is in excess 3000W or so.

Is it good enough for installing a pendant lamp externally ? thanks

This should be perfect - I have used it for 13A waterproof "extension" sockets on outside walls for using the mower etc fed through the wall indoors and plugged in to an internal socket. So I can't see any reason why you can't use for a pendant lamp, assuming this lamp is water proof (which needs a gasket where the cable enters) and meant to hang outdoors.

Can it be used for outside light

The simple answer is 'I don't know'. It rather depends on the application. I bought the cable for indoor use and would probably check with the supplier before using it for anything outdoors except on a temporary basis in dry conditions.
