Can I put a hot pan right off the stove on it as I would on a trivet?

We suggest you do not put it on the silicone part on both ends of the dish rack because the silicone will melt when too heated. It's may be ok if you put the hot pan on the stainless steel tube.

what is the diameter of the rods

The diameter of the roll up sink drying rack rods is around 0.5cm.

I received the rack along with a round yellow "toothy" thing. What is this for?

I believe it is for "wiping the rack off after use, however, I use mine to also set anything I want to drain on it, i.e., silverware, kitchen tools, small cups, etc. I really have found multiple uses for the rack and little yellow thingey.
