Are they true to size?

I am a woman's size 8 sometimes 8.5, which size is best for me?

Do the straps in the non-leather models strech? I just bought a pair which has the perfect lenght for my feet but it feels quite tight on my instep.

Price of shoe, it shows $38 but charges $50 at the check out, why ?
