Is this all kentucky bluegrass seed or a blend of grass types?

It's a blend. Not a lot of Kentucky blue grass( less than 20%) if I remember it right

can I use the fall magic in the spring in New England?

I am certainly no expert but i purchased two bags last fall and did not need but one. I used it this spring and I have a beautiful yard. I live in N.C. and we have are a few weeks earlier than you. I fertilized at the last of February. (PS I used the 4 blend of grass seek with mostly Fesque)

When is the best time to seed this mix in North Carolina?

Probably a couple of weeks later than Virginia...depending on temp, September to early October.
