made of plastic it was pretty sturdy. just take the handle and shake it back n forth to make it clap. kids loved the noise makers but Parents enjoyed them and took a few for themselves. comes with 24 clappers and party horns. the little blow party horns are cheaply made but the focus is on the clappers which were a fan favorite at the party.

Its got a good assortment of noise makers, thats for sure. The horns are coneless, but they make up for it by being loud..lolPerfect fit for any New Years Party!!Overall, Great product.
