Q: Does this have sufficient gain for a MC cartridge that produces 0.4mV output?

Not sure, I used it in a Audio-Technica AT-LP120-USB that has a AT95E cartridge with an output of 3.5mV @ 1kHz. Later I gave it out to my son using a Rega Planar 1 but don't know what cartridge he is using. Hope this helps. Best, David

Hello and thank you for your question. The headphone amp on this product is only active when you have headphones plugged in! Otherwise the signal is simply amplified by the preamp stage and sent out through the outputs.

Q: Do i need this if i am running my turntable through a pioneer sx-1280?

Just looking at the face of the Pioneer SX-1280 (Photo on E Bay), there is a Phono 1 button. Usually indicates that there is a built in pre-amp. I would still check that the Phono is operating as this model hasn't been made for a while.
