Is there an expiration date for this product?

The container has both an inner seal and the outer lid. I am guessing that there is a distance expiration date as would be required for all foodstuffs. However, my fish (we have 11 koi) eat the food at a rate that causes the issue of expiration dates to be unimportant. It would be important to keep the food cool and dry.

Do you have to soak the food before giving it to them?

No! you do not have to soak the food before giving it to your fish. The food simply floats on top of the water and the fish come up to the surface to feed on the Tetra. If your Goldfish are small you might want to make the bigger chunks bite size by crushing it a little with your fingers before dropping it in your tank or pond. If your fish are large just drop without crushing the food.
