You need more because padron seeds are hard to germinate. If growing in the UK,I think it is really important to start these indoors at the beginning of March. If you leave it later, then you will struggle to enjoy mature fruiting plants. We grow them indoors and then transfer them to a small pop-up greenhouse until early June and then we plant them outside in full sun. They do brilliantly. The other year I could not source Franchi seeds and bought some other ones from a seller on desertcart. The seeds were not branded. The trouble was with c.10 plants, almost every pepper was really chilli hot and this is not how padron peppers should be. They should be gentle with the odd hot one thrown in for fun.
