No it doesn’t. You have to buy the ball separately.

Q: Does this come with fibre washers to go in the connection to the water inlet?

no it doesn't what you see in the picture is what you get

Q: i have a 1/2inch ball valve and want to increase the flow to the cold tank on a combination cylinder would going to 3/4 do this supply still 1/2inch

The supply pipe is still 1/2 inch that will dictate the flow. The primaflow product is good quality but take off the cap that seals the washer and coat threads with Vaseline makes future repair simple

Without actually seeing it, I would be tempted to buy one of each, then return the one you don’t use. But if it’s on a domestic I would guess it’s 1/2. Hope this is helpful?
