Q: How do you use this? I see no way to insert the tube.

It folds one way and grabs the tube; you hold tight with one hand and turn the lever with the other hand

Q: Can this be used on 15ml watercolor tubes?

My nephew is a painter and I bought him one of these - he said he likes it. I use mine on all sizes of tubes and it works on all of them.

Q: Are both rollers on one side? What does the second piece do?

No rollers are attached to each side and open when you open the roller. There is only one piece other than the rubber grippers that go on the “handle”
