Q: Where can I get a replacement screen for this

contact the manufacture. this is my best guess

Q: Can this be installed on the roof to be used as a skylight/hatch

I does not look like it is designed to shed water in the horizontal position as thoroughly as a skylight would.

Q: It says it comes with a D-bulb seal already attached? Mine does not have that

Company says this window doesn’t come with the d bulb seal, only their larger-size window, even thiugh the instructions for this (smaller) window say the seal is included.

Q: Could I mount this window rotated 90°, with the 22 inches along the bottom?

This is a federally controlled escape window. It is to be installed the way the manufacture designs it you can cause yourself trouble because it is a mandatory escape window.
