this is 52*24inch, another is 66*24inch.

Can the handle fit over the pull handle of a suitcase?

I returned the item it smelled bad.

Does the 52" version have internal straps to hold garments in place inside the bag?

Yes, there are straps inside. Plus the bag actually folds up. It "suited" our purpose for the trip we took to enable us to take clothes for a wedding onto the plane so they didn't get lost.
