The TSA requires batteries to be stored in your carry on, they are not permitted in checked luggage. There is usually also a 100wh (watt hour) limit per battery, which this is safely below. Any battery you buy should have the watt hours calculated but in general the largest size permitted is roughly 25,600mah.

Q: Can this be charged directly from an outlet in the UK? (230V)

None of these Battery Packs are charged directly from the outlet. They are charged by using a wall adapter to go from the wall outlet to USB-C. USB-A and USB-C have standard protocols. This means that any (valid) USB-C adapter can charge the battery pack. The higher the adapter's wattage, the faster the battery can charge. Anger has a nice 65 watt adapter that is both 110 VAC (USA) and 220VAC (UK) compatible that can charge the battery pack at a reasonable rate, about 3.5 hours.
