Is this actuator strong enough to set a cable driven parking brake on a car?

Probably not. At only 6.74 lbs and a 1.2 inch stroke the actuator would not be able to set a car brake. Keep in mind that a typical car brake lever has a considerable mechanical advantage of 5 to 10x. Pulling the lever over 10 or so inches with a 6lb force results in an inch of movement at the brake cable resulting in a 30-60lb force on the brake cable.

What size hardware is supplied with the actuator?

I’d say the pin size is 1/& inch I’m very satisfied with mine I used it on my mini x for two speed control on tracks

Worked out nice to make a electric choke on my golf cart engine swap. I used it on a duromax 440cc but alot of small engines use a similar choke so can be used in various applications. I used an dpdt relay to make it work with 1 switch but there are various way to wire these up depending on how you want to use it.
