Q: Why are the hour number colors not aligned with the four quarter colors?

I was pondering this - trying to figure out how the offset colors can aid teaching the time. I thought it was some trick I was missing. To find the real reason is "oh well we just did it" drives me insane. I can imagine trying to explain the quadrants to my child and having to specify every single time if i mean the colors of the numbers or the colors in the circle. Stupid design decision. Wont be buying this.
