Is this the same as the cetaphil gentle skin cleanser bar?

Actually, they aren't quite the same.  The Gentle Cleasning bar is still being sold per their website.  However, the Deep Cleansing bar was reformulated to be more friendly for sensitive skin (https://store-dg79g.mybigcommerce.com/discover-cetaphil/bar-soap-faq/).  
Their website recommends the Deep Cleansing bar for Normal Skin, and the Gentle Cleansing Bar is recommended or Dry, Very Dry, and/or Sensitive Skin.  I think I might try the deep cleansing one, since they removed triclosan and triclocarbon, ingredients that may have been responsible for my no longer active eczema.

Is this free of all scents and odors?

It has a masking fragrance added. So it’s not fragrance free. I notice the smell to it but do okay with it personally.

Can this be used as toddler's soap and shampoo?

I use and have used this on my baby and toddler since as early as 1yr. Has been very good at clearing serious eczema flares and rashes, which we think is caused by pollen. LOVE this stuff. Doesn't leave a film on skin like typical bar soaps.
