What is the criteria for deciding between a 6" and 8" blade on a 10" table saw?

There are several factors. First is the power of your saw motor. For 1.5HP and less you should use a 6" dado blade. If you have more than 2HP go with the 8. Another factor is the depth you want to cut. If you are not going deeper than 1.25" you only need a 6". Third, most 6" simply weigh less an put less wear and tear on your motor.

what is the depth this blade will cut

I have to revise my answer. The blade will only raise to about an inch and a quarter (1-1/4 inch) above the table on my Powermatic 10-inch table saw, so max depth is about 1-1/4 inch, not 3-11/16.
