Can this be used to stop my Hot water tank from blowing out the flame on windy days?

sorry, I did not use it for the flame from HWT.

can this be used on a dryer vent or will the foam seal melt?

I would say the dryer heat could damage or maybe even melt the seal. Maybe you could try removing the gasket and wrap a strip of fiberglass in it’s place.

Would this help keep out bugs?

Yes it creates a barrier and only opens one way from the inside of house

Yes, that's exactly how you would use it. Make sure to buy the correct HVAC aluminum (metallic) duct tape for the connection. A clamp cannot be used bc the crushing pressure would inhibit the flapper from working properly.

Stays closed when it should be.

I was tired of the vent flap banging so I tore it out and installed this damper on my line. Works perfectly and the closing spring mechanism is much better than that no good flap ever was.
