Q: Can this be used to pad the center console of a car over carpet?

You probably could by using 3m spray glue or use the screw buttons with the matching pop on caps that hide the screws. Hope this helps !!

Q: Does this materia strech?

Not very much, the stiching makes it pretty stable in shape. Used this to make a cover for the front of my trailer.
