Q: Does this come with instructions on how to use this? I’ve been using dis track w/o magnelock 4 ho polar express. I want some turnouts.

It does come with an instruction manual, however, if you want to use it to control turnouts and other track accessories, you will need a DCC decoder wired into the turnouts. A local train or hobby shop will probably be able to give you better information. If you are using it for a permanent layout, I highly recommend buying a DCC controller (there are many options) since they simplify running multiple DCC engines and give full control over auxiliary DCC locomotive functions. If you are just using it for the Christmas tree, then you may want to reconsider. Full disclosure, I was doing the seasonal decoration layouts until I bought this, now I'm working on a permanent layout and I no longer have a living room.

Q: does unit require an outside power supply?

The unit plugs right into wall outlet. No outside power supply needed.

Q: Can you use any loco brand with this and can you use the digitrax (or any other brand) dcc sound in the locos?

As long as the loco is dcc..I use walthers locos with the bachmann ez commander and works great..at the train club layout they have digitrax and still runs great with my walthers.
