Does this vest have a Conceal and Cary pocket?

It has a small inside zipper pocket and a larger velcro pocket.

Is the outer fabric really stiff or more relaxed and softer feel?

Neither stiff nor restricted in arm movement. This isn't a fleece style vest but sure is comfortable (not canvas-like).
