Q: I want to cut my steerer tube and then drive the installed nut down to match.... will this thread onto a star nut that is already installed?

Yes. Assuming the threads are still fine it will thread into them and then you can hammer it down to the new correct depth.

Replaceable set screw (#822).Bottom line they are basically the same tool, but if you are not very good with a hammer you might opt for the TNS-4 as it as some protection for you hand if you miss the striker on this tool.

Q: i'm need to install a hollow bolt starnut (brake cable is going through the star nut bolt) will this tool work or is there another tool i should get?

If the hollow bolt starnut you are referring to is the one that is used on freestyle bikes then you can use the same tool provided that with the starnut you use also the hollow bolt which will center your startnut. The difference here is that the starnut is not screwed on the tool put is just centered and will enable you to drive the starnut in. We have tried it and it works fine.
