Can this be spliced to allow 2 speakers to run off it and will you still hear it over the scanner speaker

You could do that but you will be changing the resistance that the scanner will see. Depending on how much output the audio part of the scanner has, 'might' effect the volume that you hear. If you are good with a soldering gun you could.

Is it compatible with a uniden bc75xlt scanner?

It should be it was a uniden bc cb that I hooked it up to and it works very well
