Will this make the wii graphics look better?

No, it doesn't improve the graphics. Unfortunately because of the old graphics of the Wii and the new technology in TV's it almost looks worse.

On the Wii U, can the resolution go higher than 480p up to 1080p or is this strictly a 480p converter?

The highest this Converter is capable of is 480p on the Wii and Wii U. If you would like to go up to 1080p, the Wii U has a normal HDMI port which is compatible with any HDMI cable.
