They work out of water but the different water levels create different notes :)

What's the recommended age for this toy?

I really can't recommend this toy. It doesn't work as it should.

are these ok to use on there own as thought I might put one in each party bag ?

I'd say yes, I bought these, mine dont stay in the foam holder provided. my 3 year old wasnt interested in filling water to the "music note" line on the side, or following the music sheet provided. She usually plays with 1 in the bath and just blows in it.
