Normal dampness from walking through wet grass outside, or from light rain, will not leak through the covers onto the floor. If your shoes are soaked and squishing out water with each step, I would protect your floor with a rug rather than relying on the covers to prevent moisture from possibly damaging your floor. The covers are waterproof, but you need to use common sense also.

Q: is the shoe cover (not elastic) made from non woven material?

No, it's plastic. The material is comparable with the thin, inexpensive plastic shopping bags given away at discount stores. It can survive majority of a day at the airport perhaps but only an hour or two on city streets, so I double them per foot when walking about.
