The signal will pass either eay along a cable. It is more usual that the HDMI connector is connected to the output device and, the DVI connector is connected to the monitor.

Can I use this to connect from my old sky digi box to a new tv?

"Older" SKY digi boxes usually have SCART connections so, this cable would NOT be suitable.
