Would this remove decking stain varnish

I spilt Matt gutter paint on car bonnet, would this take it off safely?

I wouldnt risk it. Once you apply it you cant control it. It may burn through to the cars paint too! Unless you use it to remove the matt paint and then if necessary give you car a respray.
