Can you use this underwater (sea)

Of course it will work underwater.

Does the screw thread in the handle fit a standard 1/4 camera bolt?

Yes it fits. I would recommend to put just a compact camera. I ve tried with a refiex and of course it wasn't the best.!

Is it waterproof? I.e. is it water tight and will it rust?

I used it during our Yorkshire 3 peaks walk. It was a sunny day and I wipe down the stick with damp cloth and wash the rubber ends with washing liquid and a brush before storing. Recently we used it for our 4 days hike to Machu Picchu. The weather was mixed and it rain on and off over 2 days. Again I cleaned it before storing it. I am not sure if it is water tight or rust proof. I saw no sign of these during my use. What I would say is I was impressed with the purchase. The quality is good for the purpose and the price compare to some name brands is favourable. It is neatly stored away and I saw no sign of rust.
