Yes, soldering irons work well, too. That’s all I use. Just don’t keep contact until the shrink melts or splits. I stroke it fast around four ‘sides’ rather than heating it all from one position.

how can you fit these on cables with plugs on them?

Too late for the original question, but for the sake of others, consider using self-fusing silicone tape for applications where you can't slip heat shrink over the wire or cable.

i use a hair dryer to do mine takes a little while but it does it. a heat gun would do the job much better though

Are these water proof?

Don't know for sure as I haven't submerged them in water. That said, I'd be very surprised if they weren't.
