Will these drill hard stainless steel?

Probably not. The bit set I received did not drill aluminum, until I honed the cutting edge with a very fine grit diamond file, because the cutting edge had small burrs (incomplete final machining). The bits are labeled HSS (high speed steel), which is ordinarily good for cutting most stainless steels, when the bit cutting edges are honed razor sharp without residual burrs. So this inexpensive bit set is good for the machinist who can finish the honing of the cutting edges with a diamond file or a diamond drill bit sharpener.

Are these actually cobalt? if so, why don't they say hss-co or m35/m42?

Keep shopping. These are the worst bits I've bought off amazon. Half of them were slightly bent (they would wobble in my drill press). The ones that were straight, were very sharp the first use. The cutting edges got dull pretty quick. I'm an auto mechanic/fabricator/machinist so I do know how to use drill bits the correct way.

Can it drill through Brick?

My answer would be no. These bits are primarily for drilling metal. They will drill wood, plastic and like products but they are NOT designed for drilling masonry which would include concrete, concrete blocks, and brick.

Which bits are better? The ones in aluminum case or wood case.

So for I have only used one of the bits and it did a good job. I don’t know anything about the ones it the wooden box the ones I have are in the aluminum case. I have been a machinist for 40 years but I am retired now and the bits in the aluminum case are some of the best looking ones I’ve ever seen for the price. They have flats cut on the shank so they don’t spin in the chuck and they were very sharp. I hope I have answers your question for you.
