Is this publication of Fairpoint 40 size small or large? (Or there is only one size today?)

O/S is one size. If you are 6ft tall or more, it MAY be small for you. Otherwise, perfect.

Will this ( fully packed ) fit under an airline seat ?

Not even slightly close. If you keep the depth down to 9” when packing, it will fit in most US airlines’ overhead compartments. But it will not fit under a seat.
