The desk bands are suitable for anyone over the age of 4, including adults.

How do i attach to a desk that doesn't have legs for wrapping around?

I would say you couldn't. It has to have something to wrap around in order to work.

Will the band expand ? Is it smaller than the picture shown?

Yes, it will expand but it can be difficult depending on the distance you are wanting to stretch it. I managed to get it to stretch 29 inches, but realized days later that the desk was breaking because of it. I used Gorilla Glue on the desk but had to take this band off. Note, it was a desk from Walmart, so not necessarily the best quality desk.

How many for the price of 13.99? I need 21 for my middle school students.

I only got one. The quality of the band is good and this product worked for my kiddo. However. The hooks are a little lightweight and ended up breaking. I simply replaced them with heavy duty carabiners and it worked great.
