Q: Can it be used submerged in hot water? To help create a double boiler type effect?

I use mine in hot water baths, but not boiling water. Also, the food is not in direct contact with water that these are sitting in.

Q: Are thes good for quartz countertops?

YES. Absolutely. The trivets will keep hot items at least 1/4" off your countertops. There will still be some heat transfer, but it's ambient heat, not direct. I use them to place my cast iron pots and pans and protect our counters at home.

Q: How can I take off the plastic legs?

Yes the plastic legs are removable.
