Can this faucet be used with a sink that doesn’t have an over flow hole?

Yes but it’s better to have an overflow hole.

No water coming thru after connecting how can I tell if water is coming thru the lines hooked up correctly but no water when we turn on the shut off v

Might be a defective unit. I installed mine just the other day and all is well . Make sure all lines are properly connected and that lines are free of any degree that can clogg the lines. Maybe try removing the restrictor to see if that's the case. Hope this helps
