Put the jack handle on the valve screw and turn counter clockwise to lower, then push it down with your hand or foot back into the cylinder. This is designed to make it safer when retracted.

Why can't the rams be retracted fully?

Air in the cylinder and it needs to be discharged. Please discharge the air according to the instructions.

Why it can't lift to full height?

Low oil level, need to add new hydraulic oil. Please add hydraulic oil for jacks according to the instructions.
