has anyone used this on polymer clay? and if so, did you use before or after you baked ?

I have used this product both ways with polymer clay ... both work great! The advantage of using it on raw clay ... after letting it dry (overnight is best), you can gently bend and manipulate the clay to help the cracks along! You can apply alcohol inks either before or after baking ... seal with something like Alene's Pendant gel after you are done coloring and baking for a beautiful finish.

Is there any clear crackling paste or medium that can be used over an existing oil painting?

I am unaware of any oil-based crackle medium, unfortunately.

Can you manipulate the size of the cracks? I am interested in getting large, chunky blocks, not a shattered look.

The only way you can manipulate the size of the cracks is by manipulating the amount of paste you apply. The thicker the application, the larger the cracks, however the product is more apt to break off when it dries if applied too thick.

Can this be painted before drying?

Best results to get a good cracking pattern is to allow it to dry first, then paint over it. It all depends on how you want the cracking patterns - larger block cracks vs. a 'shatter' look, results in the quantity of material (thickness of layer) applied, and how much moisture is contained within it. If you add more water-based paint onto the top of the surface at the time of drying, you will change how the cracking will develop over the surface.
