Can you put an action figure in drivers seat, and does the car top come off?

Yes and yes (with removal of some screws - search YouTube. )

No. The doors do not open on this particular version. There is a (much) more expensive one that has opening doors. However, there have been many successful attempts to seat 6-7” tall figures into the car through the window or other methods.
