Q: It will hold 20 pounds?

Not sure whars meant by will it hold twenty lbs. It does hold keep leaves and things out of pond but of course if the pile up u should get them off because if it rains and they get wet it will weigh them down. Or just go around and make sure net stays tight to keep the leaves from touching the water

Q: Can the fish still eat with the net on?

Yes, they can. My pond was netted all last summer. The fish had no problems. If you are able to, raise the netting off the water an inch or two. The food will drop through the net and float on the water. I used hooks all around the perimeter of the pond to keep the net above the water. That way the water circulates better and the net doesn't get food and such stuck to it.
