Is this knife made in the USA?

nope, made it china. very cheap blade, arrived with bent blades, so did the replacement. do not buy

Do the blades lock in place?

Yes but not in the way that other knifes I have had do. There is not a place to press on back to release if that is what you mean. I would say that they snap in place more than lock. It takes considerably more effort to close them once the blade "snaps" into place. I use this knife constantly and although my previous knife was a litte larger and did lock into place with a release "button" on back, I have had no problem with it shutting on me and I had cleaned probably 100 fish with this, which is a slippery job and never had a problem. Hope that helps.

No they do not. great for fingernails, envelops, a little whittling. Perfect size for your pocket.
