Hi. No, it stays in place. It has a little hole in it which attaches to the holder. I never had any issues with it.

Q: Will it fit a Diameter: 10 in - Height: 11 in?

Holds a standard paper towel roll.

Q: How do you get the roll of paper on or off if the cup of coffee is bigger then the hole in the roll of hand towels?

The tiny cup at the top of the holder comes off then you can slip the roll on with no problem !
