Q: How tall is the mounting bracket (the part that is attached to the wall)?

8 inches tall with 3 bolt holes.

Q: I plan on mounting these on a concrete block garage wall. Can I use a fastener such as a Tapcon...and if so, what size is needed?

Don't see why not. 1/4" x 2-1/2". 3 per bracket.

Q: does the hardware provided work on cinder block?

I do not recall if the proper hardware is included for attaching the rack to cinder block walls. If not, however, it is not a big deal to purchase the proper anchors at a store like Home Depot or Lowe's. The rack is still worth the price even if additional anchors must be purchased.

Q: Can the shelves be cut to 44 or 45" wide?

I cut one down. With cut off angle grinder. Worked fine for me.
