How do you assemble the base? I cannot seem to get the base connected?

I had trouble with this at first, have you put it on the right way? Once put on the right way up it just slots on with a small twist.

Can it not oscillate?

It does oscillate. It is one of the best and quiet fans I have ever had.

Can the display light be turned off when it is not running as well as when it is running?

The display light automatically turns off after a short time after selecting your function on the top of the fan or remote. and also it comes back on again when you select a function on the remote and on the touch functions on the fan itself
