Can it be used to monitor Project 25 Phase I?

Hello, this is onlu an antenna kit, and it does not not include a radio. The antenna set could be used to receive P25, but you will need an appropriate radio such as an RTL-SDR to connect the antenna set to.

Seller: why are these $11.95 on your site with a button that says Buy at Amazon, but when I click it, it is $14.95 ?

Can I hook this antenna straight to a radio?

Not a TX radio, the antenna is not designed to transmit. But to a RX only radio yes. Note that it has SMA connectors, and is designed for radios that use SMA.
