This can be over clocked?

Yes. You can use eVGA's X1 software or Afterburner. However, I suggest you look into Undervolting instead because the card already runs pretty hot as is and undervolting will help it stop throttling and better maintain high speeds. The card is built to overclock itself if power and heat are well-managed, which makes undervolting give better results.

Do you need separate pcie 8 pin connectors straight from your psu?

You need to connect both pcie 8 pin connectors, doesn't matter if it's separate or not. If you have separate better to connect it, if not - connect what you have.

Changing from my 2070 to a 3080 will the driver detect the change?

I went from a GTX 1080 to a RTX 3080 12GB and the driver for the 1080 uninstalled itself and the driver for the 3080 installed itself once I turned on my PC. Install GeForce Experience and everything is done for you.

Bought this card and now my computer randomly shuts down, Are there any known fixes?

Could be numerous things. Make sure you have enough power supply. I went from a 700w to an 850w when I bought this card.
