Will this fit 1 1/2 inch bar?

it probably will fit, but it has to be forced on to fit 11/2 bar. they have padding on the outside of the foam, so stretching it might tear the treading or stitching.

Will the hole of the foam pad fit over a 1” bar?

It'll fit very nicely over a 1" bar

does this come with a rod as well as the pads?

No, they are replacement pads. I bought these to replace the pads on the wing extension for a total gym
