no it is a winter hat and I am worried about -30 temperatures not UV or sun protection factor

Q: I am exactly at size 7 1/8 or 22 1/4 (medium). does this material stretch or should i consider buying the large size for my situation? thank you !

My head measures around 22 1/4 inches. I boght the XL size and it is tighter than I prefer. It does stretch, doen't fully cover my ears. Warmer than I expected. Size issue aside, very nice cap for the money, and made in Ukrraine.
