Is this official size for men and/or women?

Offical basketball size for men is 29.5 inches in circumference. For women it is typically 29 inches. For youth (boys and girls 8-12) it is usually 28.5 or 29 inches.

My ball needs air can I pump it up with a regular pump and would that take away from the weight?

You can pump it up It’s not going to effect the ball

As a 21 looking to improve ball handling skills for more cross overs and in general better ball control, should I get the heavier ball or smaller?

Smaller! The bigger ones are for the more advanced! I use the small one and you have to remember it is smaller than a basketball but it helps with dribbling drills and getting used to the motion

The ball's inflation hole is too shallow for the pump needle. I don't want to poke it all the way through. How deep should the inflation hole be?

Make sure you lubricate the needle...then insert it about halfway inside the ball
