Yes. It comes with a flash ready led on the lower right corner of the board. There is example software that contains lines of "flashing" this led.

Q: This does come with both the esp32 board and the camera? i'm a noob. details are much appreciated.

Yes, hardware is included. "Will it work?" is a different question and answer.

Q: what is the difference between the $17 version and $15 version?

I think it's whether they include the ftdi adapter or not but it's a moot point because the boards are junk.
