Will this device restrict water flow?

I do not think it does. I use it to measure the water going into a tank, and I have no empirical method to determine, but it seems to flow just as good with as without.

What type of battery is used and how long does it last?

D batteries (2). Haven't run them down, so I can't say definitively, but some of the ads describing these things suggest some number of 5-gallon jug dispensed before they run down.

so this accurately counts how many gallons are used?

Yes, and it's easy to use. I've used them for several years to measure water consumption and to accurately dilute the chemicals we use to clean parts. The correct amount of water can make a huge difference in how our chemicals work, so accurately measuring the water dispensed is critical.
